The most significant international debates on the subject of ICA took place in the Hague Convention. In 2010 and 2011 the subjects discussed at this convention mainly focused on the option of introducing a protocol to The Hague Convention, the practical role of the CA, and the role of mediation in ICA cases.

During those debates, NPLH became aware of its use in providing specialist information to political representatives on the international level. The foundation made contact with various NGO’s dealing with children’s rights, and discovered that there is a need for better co-operation on an international level. The report on the Role of the CA in ICA cases proved to contain valuable information for institutions across the world.

In June 2011, two conferences took place in the Netherlands that were valuable to NPLH. The conference of NPLH connected NPLH to organisations dealing with children’s rights, and allowed the NLPH to gain a better understanding of how it could position itself. The more relevant event in terms of ICA related content, however, was the Hague Conference on Private International Law. This event dealt with the subject ICA, and clarified the direction NPLH should focus on with regards to its research and providing recommendations to decision makers. Although NPLH did not directly participate in the Hague Conference on Private International Law, it had close contact with some of the organisations involved, and both events did allow NPLH to connect to potential cooperation partners.
